The Policy & Research Group to Evaluate Minority Adolescent HIV and Substance Abuse Prevention Program in Florida May 2009 The Policy & Research Group has been contracted by The Comprehensive AIDS Program of Palm Beach County (CAP) to evaluate their Minority Adolescent HIV and Substance Abuse Prevention program. CAP and PRG will conduct a comprehensive needs assessment and develop a strategic plan to provide prevention interventions to African Americans between the ages of 12 and 17. The project team will also work with the Palm Beach County Substance Abuse Prevention Coalition to train youth-serving agencies in evidence-based HIV and substance abuse prevention programs, recruit youth peer educators, and implement a peer education program focusing on HIV and substance abuse prevention. The CAP prevention program is funded through a grant administered by the Center for Substance Abuse Prevention in the Substance Abuse and Mental Health Services Administration (SAMHSA). The program targets at-risk racial and ethnic minority subpopulations and supports activities to build a solid foundation at the community level for delivering and sustaining high-quality, science-based, accessible services for substance abuse and HIV prevention.
